Mélanie BAZILE's practice includes public service law (Droit de la fonction publique), public property law (Droit administratif des biens), public procurement law (Droit de la commande publique), and also public services (services publics) and administrative police measures (mesures de police administrative).

She assists private individuals, companies, and administrations, to inform you about your rights, your legal situation and to accompany you during a litigation.

Public service law deals with public servants (permanent officials, trainees, individual contractors) employed by the administration (State, local authorities, public or private organizations), and regulates their career (recruitment, remuneration, mobility, disciplinary sanction, termination...).

Public property law regulates the the acquisition, the use and the divestiture of properties and goods belonging to public entities. It pertains to expropriation, preemption, and public works (travaux publics)...

Public procurement law regulates contracts signed by public purchasers to meet their needs, and refers to public work contacts (contrats de marché public), and concession contracts (contrat de concession). Public procurement law applies to the conclusion of those contracts, (procedure, advertizing and call for competition...) their performance (amendments, termination...), and dispute resolution.

Public services pursues public interest missions (missions d'intérêt général), performed by a public entity or a private entity under the supervision of a public entity. Public services includes education, social protection and health, employement... and obey to principles of equality, continuity, adaptability and mutability.

Administrative police differs from judicial police (police judiciaire) as it's goal isn't to repress the commition of offences, but to prevent the disturbance of public order (public security, stability and peace) (trouble à l'ordre public). Administratives police measures become mandatory when a risk of public order disturbance exist, and those measures have to be necessary, appropriate and proportionate.
