
What are public services?
(Service public)
The term of "public service" refers to a general interest mission, performed by a public entity (State, local authority or public establishment) or by a private entity under the control of a public entity.

The fundamental principles of public services:
Public services obey three fundamental principles : equality between users (equal treatment between users, equal access to public service), continuity of the public service (respond to public interest needs without interruption), adaptability and muability (public services must answer to the transformation of society). Added to this are other principles such as neutrality and secularism.

The area of intervention of public services:
Among the main areas of intervention of public services are education (education and higher education, ressearch), social protection and health (social security, public hospital service...), employment (France Travail, unemployment benefit...), public transport...
Public services can be of administrative nature (Administrative Public Service (Service public Administratif)), or of industrial and commercial nature (Industrial and Commercial Public Service (Service Service Public Industriel et Commercial)). They are managed in deferent ways, either directly by a public entity, through direct management (régie directe), or through a public service delegation...
